Play with MPC-HC , go to a part of the video where there’s scrolling, 2:29 for example , press CTRL-RIGHT ARROW to go frame by frame , you will see every 5th frame is a duplicate. Which causes choppy scrolling. This is caused by bad IVTC , or by deinterlacing where ivtc was needed or by bad decimation.
I’m not going to say this is a noob fuckup , but assume this is a honest mistake due to overwhelming circumstance.
Still , like mr Bobbers here mentioned , it needs fixing.
It’s animated by toei, which is notorious for doing shows in mostly 30fps (examples are one piece, and precure).

You’re absolutely right. For some reason this episode has a lot of scenes that are 23.976 fps, whereas episode 1-3 had next to none. No one in [sage] probably even watches this show, so it went by unnoticed.
I’ll quote myself from irc:

So there you have it. Laziness. I simply just trimmed it and uploaded it without even looking at the shit. I do not do VFR encodes for this show because it’s some random kids show. I’m not sure if it’s even worth the man-power to do a v2. We’ll see. Episode 5 and 6 were encoded with the same :effort: in place, so those will probably have to be re-done for starters.
